No review gating. The routes offered do not depend on how happy somebody is, because screening by star rating breaks Google’s rules and puts your profile at risk.

A low rating cannot close the public route and a high one cannot hide the private one. The only thing a rating changes is how the thank-you reads back.
Invented customer. The rule is real and enforced in code: the two routes are offered together, in the same order, whatever the customer thinks of you.
